Case: Good choice (see suggestions below).
Video Card: Don't settle for that.
This video card is only $5 more at initial purchase and the MIR will make it cheaper ($120 total, after MIR, $135 before).
Motherboard: I tried pretty hard to find a better one than this, but since you have an AM3+ requirement, I was unable to find a cheaper one. It's a tight board, though, so make sure you cool it sufficiently.
Hard Drive: Wow, the prices keep fluctuating. That looks like the best price right now, unfortunately, go for it.
PSU: I've never heard of that brand. I'd advise against it - a PSU has the potential to fry your whole system, don't go with a no-name brand. Pick one of these - just read the reviews before hand so you know what you're getting, then pick based on reviews:

Memory: There's no reason to get that memory. Your motherboard doesn't natively support 1600MHz (supports up to 1333MHz and then must be overclocked thereafter). You can save yourself $20+ by getting this memory instead:

Its performance will be about the same.
Suggestions:
Purchase an additional 140mm fan for the case.
To answer the other question: Yep, you should be able to install from either a bootable USB or a CD. Let me know if that helps!
