I'll be making a fully passive cooled PC in a few months, and I'm stuck on choosing a GPU. My passive GPU heatsink can dissipate up to 120W (at least that's how they advertise it). The obvious choice would be a gtx1060 which is rated at 120W TDP. But how would an undervolted 1070, 1080 or 1080ti perform, if they were to draw 120W as well? Would they outperform a 120W 1060? How about an undervolted 570 or 580?
To anyone wondering, I don't mind paying more for a GPU if it can provide me better performance while undervolted and fully passively cooled.

You'll end up undervolting a 1070 so it performs the same as a 1060 I gather. I'd just use a 1060 then. Or better still a 1050ti. Then you won't have to undervolt it.

1050ti makes no sense, as the cooler can already support 1060 well enough.
Does anyone have a link to someone who did performance tests with 1070/1080 while using power draw limitations? I've seen such a review for 1060 on tomshardware, however couldn't find something equivalent done with 1070/1080.

1050ti makes no sense, as the cooler can already support 1060 well enough. - then use a 1060. A 1050ti would give you a better safety margin.

Difficult to say.
I would check out some reviews on Toms Hardware, because they meassure the actual power consumption of a card (not system power!). Power consumption isn't the same as TDP, but it gives some good indication how the cards compare and if the cooler can handle it (since it can't ouput 140W of heat if it only consumes 120W of power - you know, thermodynamics and stuff ;-) ).

I personally would recommend a GTX 1060: It's 120W power consumption (give or take, depending on the pcb) should be about on par with the coolers capacity. If it runs too hot, you can still downclock/undervolt it. If it's cool enough, you could overclock it. Yes, there's not much OC headroom on a 1060, but neither is there on that cooler, so it wouldn't matter.

TL;DR: With the 1070 at about 120W would yield a lower performace that's about on par with a 1060 (which is roughly 75%).
