You are already over budget.

I'd get an air cooler (that fits the case). A water cooler isn't really needed for an i5. Will a Cryorig H7 fit?

And I'd get a better quality power supply eg 550W EVGA

It's more that I want to spend from 1200$ - 1400$ haha
And, I really like the watercooling since I really want to be up to date. It's actually more about the mobo where I'm concerned about.

So? $1400, not $1300?

For the Motherboard, you could go with an
ASRock - Fatal1ty Z370 Gaming K6,
ASRock - Z370 Extreme4, or an
Asus - Prime Z370-A
instead. Slightly better VRMs and a bit cheaper then the Z370-F. Any of them are good enough for Overclocking an i5, so it's more a question about the other features, looks, etc.

I'd also heavily recommend an SSD for a boot-drive (like a 250GB or bigger M.2 drive). NVME/3D Nand would be "best/fastest", but any SSD would be a big Improvement over a normal mechanical drive.

A big, beefy Air-Cooler would be sufficient, but a decent 240 AiO wouldn't be a bad choice either - that's your call to make.

And in that budget-range, I would defenitely go with am 80+ Gold (or higher) rated Power Supply.

The rest looks fine.
