Has anyone compared CPU usage when gaming in 30 fps, 60 fps and 120/144 fps?

Yes they have. This can be shown when the CPU gets to 100% usage - it bottlenecks the GPU. Its usually shown by showing say 1080p, 1440p and 4k. Most reviews show this.

Most current benchmarks kinda show CPU usage:
At high details/resolution, the CPU is typically not 100% loaded.
At lower settings and resolutions, CPU tend to be loaded at 100%.
But: Really high-end CPUs (8 core CPUs, or 7700K at 5GHz) are not loaded 100%, because the game engine basically can't utilise the additional, available resources. So it the becomes an issue of software and the results no longer reflect hardware (which would defeat the purpose of the benchmark).

Also, the resources that are not used (i.e. the other 30% of a cpu that shows 70% load) are, at this point, really hard to quantify.

GN pointed out in their latest video, that tests of the software running in the background are unreliable (at best). So, even if we would know that CPU X has Y load available, it wouldn't tell us anything other then that "the CPU is not the bottleneck".

Do you have any benchmarks that show this (I don't really remember any of the popular websites/benchmarkers that compared mentioned framerates (capped) and CPU usage)?

I know this, but I'd like to see how much the framerate affects CPU usage (even though it doesn't say a lot), 60 fps should require twice as much processing power as 30 fps, but I haven't seen any benchmarks that capped the framerate at 30 fps, 60 fps and 120/144 fps to compare CPU usage.

Also another question, does the CPU prepare the entire scene for the GPU (set the coordinates of every object etc.) and then send all that data to the GPU to display it (I don't see how the GPU could modify the scene since it has no access to it)? This sounds like a lot of work which is why I'm wondering if it requires a lot of power.

medium.com/@toncijukic/draw-calls-in-a-nutshell-597330a85381 might help provide a picture.

The CPU or the GPU can bottleneck the system.
